exim4-base software package provides support files for all Exim MTA (v4) packages, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install exim4-base
exim4-base is installed in your system.
Make ensure the exim4-base package were installed using the commands given below,
$ sudo dpkg-query -l | grep exim4-base *
You will get with exim4-base package name, version, architecture and description in a table
